General Statement of Duties
Under direct supervision, to assist in forensic investigation in a variety of situations under the auspices of the Sheriff's Department and that may include assisting in analysis of crime scene evidence; conducting forensic interviews investigating crime scenes in the collection and processing of evidence; preparing forms for mandatory DNA reporting; perform some crime analyst functions; conducting fingerprinting of individuals and collecting and analyzing latest fingerprints at crime scenes; and to do related work as required.


Distinguishing Characteristics
This is a specialized classification. The incumbents in this classification have responsibilities include assisting in performing crime scene investigations, and in performing duties related to the department forensic laboratory including fingerprints, photography, and presumptive testing of evidence properties for illicit drugs or bodily fluids. The incumbents also maintain relevant documentation on blood draws and serology testing; performs some crime analyst functions. This position differs from the Senior Forensic Technician in that the Senior Forensic Technician provides lead direction and demonstrates a higher level of responsibility and experience than the Forensic Technician classification.

Examples of Duties

Essential Functions:
  • Assists in daily operation of the department's criminal laboratory.
  • Assists in crime scene investigations and performing duties related to the department's forensic laboratory including fingerprints, photography, and presumptive testing for evidence of illicit drugs or bodily fluids.
  • Assigns serial numbers to property; in responding to incidents and completing reports on investigations,
  • Assists with processing crimes scenes by taking photographs, notes, and sketching of the scene.
  • Documents, collects, and logs evidence and maintains chain of custody information
  • Properly stores evidence in various facilities and arranges for evidence to be sent to criminalist laboratories.
  • Performs some crime analyst functions.
  • Conducts forensic interviews of victims and witnesses.
  • Incumbents also may develop and print photos from jail bookings.
  • May conduct serology testing including DNA and fingerprinting
  • Maintain working relationships with Department of Justice (DOJ) and private labs.

  • Forensic laboratory duties, techniques, and procedures.
  • Fingerprinting techniques under a variety of circumstances.
  • Use and care of department equipment and firearms.
  • Methods, practices, and terminology of financial and statistical record keeping.
  • Good public relations techniques.
  • Inventory procedures and file maintenance.
  • Policies and procedures used in the operation "chain of evidence" requirements.
  • Photography techniques and the operation of a digital camera.
  • Hazardous materials investigation and methods of containment.
  • Presumptive narcotic screening testing and analysis on found properties.
  • Handwriting analysis techniques.
  • Restoration techniques for the retrieval of altered serial numbers on found properties.
  • Methods and protocols of crime scene processing
  • Establish and maintain cooperative working relationships.
Desired Skills:
  • Provide security, custody and control of criminal evidence, coroner's property, and found property.
  • Testify in court. Conduct forensic interviews and provide expert testimony in court. Read and understand codes, statutes, and information related to criminal evidence control, hazardous materials control, and arson investigations
  • Gather and organize data and information
  • Deal tactfully and courteously with the public and other staff when explaining the functions and policies of the county Sheriff/Coroner.
Typical Qualifications
Training and Experience:

Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be:
  • One year of performing laboratory work or photography with demonstrated record keeping ability. Completion of specialized training courses in forensic investigation.
Special Requirements:
  • Possession of, and ability to maintain, a valid driver's license.
  • May be required to pass a pre-employment psychological exam.
  • Must pass a pre-employment background screening including a psychological exam.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; climb stairs and ladders; walk on sloped, slippery, and/or uneven surfaces; ability to stoop, kneel, and bend over; sufficient manual dexterity and eye-hand coordination; lift and move objects weighing up to 100 pounds with assistance; crawl through various areas on hands and knees; corrected hearing and vision to normal range; drive a motor vehicle over a variety of county roads and in a variety of weather conditions; verbal communication; use of radio equipment, fire suppression equipment, self-contained breathing apparatus, and office equipment, including computer, telephone, calculator, copiers, and FAX.


TYPICAL WORKING CONDITIONS
Work is performed in office and outdoor environments; work is performed in a variety of temperatures and weather conditions and subject to duty anytime within a twenty-four hour period; exposure to smoke, hazardous materials, liquid chemicals, and blood borne pathogens; continuous contact with other staff and the public.

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES

Holidays:
12 paid holidays (96 hours) per year, plus 3 floating holidays


Vacation:
Two (2) weeks per year during the first five (5) years of service;
Three (3) weeks a year - five (5)- ten (10) years of service;
Four (4) weeks a year - Ten (10) plus years of service;.
Note - accrued vacation leave may not be used until after six months of employment.


Sick Leave:
Sick leave shall accrue from the date of initial employment at the rate of 3.7 hours per pay period (which is equivalent to 96 hours per years) for regular full-time employees with no maximum accrual. Unused sick leave may be converted to PERS service credit upon retirement.

Health Plan:
Siskiyou County contracts with CalPERS for medical insurance.
Effective 1/01/2024, the County will contribute 90% of the Region 1 CalPERS Gold health plan.
Effective 1/01/2025, the County will contribute 85% of the Region 1 CalPERS Gold health plan.


Dental Plan:
Effective 1/01/2024 the County contributes 90% of the dental premium.
Effective 1/01/2025 the County contributes 85% of the dental premium.

Vision Plan:
Effective November 2022 the County provides vision insurance for employees and their
dependents.


Life Insurance:
The County will maintain life insurance for $50,000.


Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
  • 2% at 55 years of age and single highest year calculation for final compensation (generally for employees hired prior to 11/02/12)
  • 2% at 60 years of age and highest three year average for final compensation (generally for employees hired between 11/02/12 - 12/31/12)
  • 2% at 62 years of age and highest three year average final compensation (generally for employees hired on or after 1/01/13)
Member contribution :
Employees hired prior to November 2, 2012, pay the required seven percent (7.0%) member contribution, on a pre-tax basis.
Employees hired after November 1, 2012, who are not classified as a new member pay the required seven percent (7.0%) member contribution, on a pre-tax basis.
Employees hired after December 31, 2012, who are classified as a new member will
pay one half of the total normal cost as determined annually by CalPERS on a pre-tax basis.


Miscellaneous:
• Deferred Compensation plans available through specified companies.
• IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
